Brevard County operates a local Purchase Assistance Program for qualifying first-time homebuyers, separate from Florida Assist, Hometown Heroes and statewide mortgage products. The county lists requirements around income, ownership history, liquidity, the home's location and condition, housing costs, required education and a borrower contribution.

If you found the program while searching for first-time homebuyer grants, read the actual county instructions before assuming the down payment will be paid. The county's administrator can explain available funding, current maximum assistance, applicable paperwork and the terms of the local assistance for a particular transaction.

County purchase assistance has stricter borrower details

The county's published rules describe eligibility for very-low, low and median-income first-time buyers and a three-year ownership-history test. The applicant must be able to obtain an appropriate first mortgage, and current income and price limits apply. The public county page also states that liquid assets cannot exceed $15,000, a material detail for a buyer who has saved cash or received an inheritance.

This is not the same as Florida Housing's general lender assistance programs. A buyer might satisfy one agency's requirements while failing the other's, or be above a local income limit even when the first mortgage itself is easily affordable. Confirm household composition, counted income and allowable assets directly with Community Housing Initiative before proceeding.

The specific property must meet the county rules

Brevard County states that the home must be in Brevard County and can be new or existing construction, but assistance cannot be used to buy a manufactured home under its posted program description. Buyers are responsible for hiring a reputable inspector to identify code-related repair needs. That is especially important with older homes that may have major roof, electrical, plumbing or insurance issues.

The county also publishes front-end and back-end affordability ratios of 34% and 42%, and identifies conventional, FHA and VA thirty-year fixed-rate first mortgages as acceptable when they meet its program requirements. A lender's higher debt-to-income approval by itself does not override the county assistance program's own affordability limits.

Homebuyer education and contribution are part of the process

The county describes a required five-hour homebuyer workshop administered through Community Housing Initiative and a minimum good-faith contribution based on the household's income category. Certain buyer costs paid before closing, such as deposit, appraisal or insurance charges, can count toward the contribution under published conditions. The specific calculation must be confirmed on the current file.

Buyers can get into trouble by assuming a county assistance program will reimburse every charge or let them close without any savings. Discuss the order of education, preapproval, application and contract with the administrator before your inspection period ends. An unapproved assistance application is not a replacement for evidence of funds to close.

Ask what is available now, not what was offered last year

Local housing programs often depend on annual allocations and can be constrained by waitlists or contract periods. The county website explains general eligibility but does not guarantee open funds for your purchase, the maximum subsidy you might receive or whether the chosen home will pass program review. Brevard County has also published a 2026 SHIP funding notice with an application window of May 29, 2026 through June 30, 2027. That notice mentions homeownership purchase assistance among the eligible strategies; it does not guarantee that a particular buyer or transaction has money reserved. Confirm the correct purchase application, active allocation and program rules with the county before making an offer. At the same time, compare the actual mortgage with any county lien terms, taxes, insurance, association fees and reserve needs. If county help is unavailable or your file does not qualify, there may be other state or standard financing options. The right financial outcome depends on the total loan—not a promise in a headline about assistance.
