The down payment is only one line in the cost of buying a Palm Bay home. Buyers also face lender charges, title costs, prepaid homeowners insurance, property-tax escrows, potential mortgage insurance and an earnest-money deposit that may or may not have already been paid.
FHA financing and Florida Housing's assistance programs can be worth exploring, but program requirements differ. The goal is to compare the entire loan structure—not to assume any grant or second mortgage is automatically available.
FHA's minimum investment is just the starting point
HUD describes FHA-insured purchase loans with down payments as low as 3.5% for qualifying borrowers. The required contribution depends on credit and program rules, and lender overlays may apply. FHA also carries mortgage-insurance costs, so a lower down payment should be compared against the full monthly payment.
A buyer looking at a $300,000 home could use 3.5%—$10,500—as an illustrative down-payment starting point, before adding the other closing charges and prepaid items. This is not an estimated cash-to-close quote. Actual terms, program eligibility and the home price determine the real amount.
Florida Assist is assistance, but it is not free money
Florida Housing lists the Florida Assist program as offering up to $10,000 for eligible transactions using participating FHA, VA, USDA or conventional first mortgages. It is a zero-interest, deferred second mortgage that is not forgivable. The balance generally becomes payable when the home is sold, refinanced or transferred, when the first loan is satisfied, or after the owner no longer occupies it as the primary residence, subject to its terms.
Florida Housing assistance is generally offered together with a Florida Housing first mortgage—not as a standalone benefit that can automatically be added to any lender's loan. Qualification, lender participation and program availability must be confirmed before a buyer writes an offer assuming those funds will be there.
Hometown Heroes: check the current allocation first
Florida Hometown Heroes is separate from Florida Assist. Its current official program page describes eligible occupations such as certain health care workers, school staff, first responders, military members, and qualifying veterans, with income, first-time homebuyer and employment requirements.
Funding is not continuous: Florida Housing announced in February 2026 that its 2025–2026 Hometown Heroes allocation was fully committed. Never treat the name of the program—or a previously published dollar limit—as proof funding is currently available for your closing. Verify the applicable allocation, lender participation and guidelines first.
Keep seller concessions, deposits and mortgage insurance separate
An eligible seller credit can offset permitted closing costs, prepaids or certain financing costs within program rules, but it generally does not simply replace every required borrower contribution. An earnest-money deposit already paid is credited toward final cash due at closing and should not be counted twice.
The comparison should show a real estimated monthly payment with homeowners insurance, property taxes and FHA mortgage insurance, plus the net amount to bring to closing. If assistance adds a second mortgage, the buyer should understand when it must be repaid.

What buyers ask about this option
Can FHA work for someone who isn't a first-time buyer?
Yes, FHA is not limited to first-time buyers, but occupancy, credit, income, property and other underwriting requirements still apply. Individual assistance programs can impose first-time-buyer rules.
Is a deferred second mortgage the same as a grant?
No. Florida Assist is a repayable obligation even when no monthly payment is due during normal occupancy. Ask for its complete note and repayment triggers.
Are Hometown Heroes funds available today?
Funding and rules change. Florida Housing's 2025–2026 allocation was fully committed, so availability of any later allocation must be confirmed with current official program information.
Can the seller pay my whole down payment?
Seller contributions are restricted by loan-program rules and cannot automatically substitute for the FHA minimum required investment. Permitted credits and approved assistance sources should be evaluated separately.
